Jason and All,

Local Standard time is simply the local time where you live. LST is 
mentioned since this is easier than listing specific time zones. Radiants 
will culminate (reaching their greatest horizon distance) at essentially the 
same local time no matter your location. If I say that  the Ursids are best 
seen near 0500 EST then others in different time zones may think the time 
will be different for them. This is not the case as the position of the 
Ursid radiant will similar at 0500 no matter your time zone.
