(meteorobs) Printed Circuit Board for METEOR interfacing

There is a description on http://radio.meteor.free.fr/us/ of an 
interface for receiving radio signals to observe meteor activity via 
forward scatter.

I have repeatedly tried to start the link to "WinCircuit 2000 available 
here!" on this site, but the connection is timed out without 
downloading, although I use a broad band connection.

Does anybody know if this URL still is intact?
Does anybody know if it is possible to buy this printed circuit board 
for METEOR interfacing?
