(meteorobs) Scatter question : tv video carrier wave properties

I have a question about meteor forward scatter reflecting off tv video 
carrier waves.  Is the tv signal that is transmitted a constant 
non-fluctuating beam of energy or does the signal fluctuate with the 
content of its broadcast?

( Specifically I am tuning into 83.250 MHz which is the video carrier of 
tv channel 6 in the US. )
