(meteorobs) Question on Meteorobs date time stamp of messages received...

1) Is a meteorobs message date/time when it was POSTED or when it was RECEIVED? 

2) Is there a way to determine EXACTLY the DATE & TIME of reception in a message sent? 
    re: My first message of a possible IMPACTOR near Yuba City.

I am trying to sort out the difference in time on when it was sent from here (US PDT 8/11 0011 hrs.) to the date/time of that post shown on Meteorobs(EDT).
