Some considerations before "research" is "Research."

1. Doppler effect.
2. Strength and direction of scatter signal.
3. Atmosphere  effect on  signal signature propagation.
4. Location of observer and signal source.

There are other considerations.  Suggest review of early literature on
scatter radar at various frequencies.
