For meteor scatter in the VHF TV frequency range, it would appear that
low power analogue TV is still going to be available in the United
States after 2009.
see - http://www.dtv.gov/consumercorner.html
and story from National Public Radio

The low power television stations start at about 25 watts and up,
average wattage (?)8,8 KW(?).
See http://www.panamericatv.com/ for location (2007) stations and
permits for sale. This site list power allowed per permit.
Also see http://www.dxfm.us/fmdx_main.htm for a list of analogue
stations.
