There are a bewildering array of video codecs out there. Any computer that
has been used for a while will have acquired its own collection, in addition
to the standard ones that ship with the major media players.

The 3iv2 codec isn't standard, but it isn't all that rare. It could have
been installed on your machine when you added a different media player, or a
browser plugin might have installed it, or some application might use it.
Even if the thing that installed it isn't around anymore, the codec itself
could be. And if the codec is present, WMP will generally be able to take
advantage of it.

Video production on computers is a messy business if you have a goal of wide
compatibility. It affects everyone on this list, as meteor videos become
more common.
