A cloud over the moon can help, as can any obstruction, like a building,
but you must specify how much percentage your view is obstructed.
Keeping the moon out of your field of view entirely works best.

This morning I was clouded out for the Perseids, but  I will try again in
a few days in hope it will be clear, The moon will also be less of a problem
then. There will be many fewer Perseids of course, but the Kappa Cygnid
should be better then.
