Are you talking the Sentinel 2 or Sentinel 3 systems? The newest design 
doesn't use any custom processor, just an ordinary video capture card. It 
captures the entire image at the same gain. If it saves the whole sky, the 
data inside and outside the region of interest should be the same. It may 
boost the signal in the ROI for display purposes, but I don't see why the 
saved data should be any different inside and outside the ROI.
