According to the latest orbital elements, I find that Delta 4
DEB (NORAD # 29691) had to pass over Ireland at 1841 UT about,
with trajectory from South to North, with this progression
UT Lat_N Long_W
1839 +42.3 00.4
1840 +45.8 01.7
1841 +49.4 03.1
1842 +52.9 04.8
1843 +56.4 06.7
1844 +59.8 08.9
I think that the debris entered in lower orbits and the
period was reduced of several minutes from the effect
of air drag.
