(meteorobs) Individual Who Publishes Meteor(unusual sky events?) News??

[Wayne Watson]

A few years ago I was in contact with a fellow who published, perhaps 
irregularly, but maybe weekly, a newsletter about sky events, including 
rockets, maybe decaying orbit satellites, and fireballs. He was very 
knowledgeable in geographic graphics tools. Can anyone identify this source?
