As I understand it, there are two different things:

An Earth Grazer does the skip back into space and an Earth Grazing Meteor 
Procession is the shallow angle burnout in our atmosphere which is capable 
of dropping material.

Am I wrong here?

That would be an Earth Grazer... I think you're referring to "The Great
Daylight Fireball of 1972:

The 23 second fireball dropped meteorites. ;) There "are" meteorites on
the ground from that event.
