Hi Dan,
According to Jérémie Vaubaillon, rates could reach several thousands meteors per hour, even if the figure isn't easy to precisely predict. Mikhail maslov alos speaks of a potential 40-50 Draconids per hour.
So according to both of these two authors, a possible outburst is predicted, as even dozens of Draconids per hour is more than usual activity.
For me, an outburst is a short lived higher than usual ZHR maximum for a meteor shower. Isn't it thus what's predicted by Vaubaillon and Maslov, even if it's not reaching storm levels ?
