Use the widest possible filters your radio has and turn up the gain.  Use a directional yagi. If you do not get any meteors then seriously think about giving up at this particular frequency. It sounds like it may not be practical for your apartment situation. In Nova Scotia you also may be too far away from this system's transmitters and your data will be undependable.
