(meteorobs) IMO electronic report form

Dear all,

the online report form of the IMO pages had a problem
of a wrong locale setting in the last two days. Geert
Barentsen fixed the problem and even recovered apparently
all the reports that were affected. Thanks, Geert! - 
The form can be used now as usual.
