There were a number of reports of star jelly, from the UK in 2009, which 
the BBC reported on. There are a couple of BBC web pages with reports 
and comments. I haven't been through them in detail, but I don't think 
there was any particular reported meteor connection, in these cases - 
possibly because the sky is typically overcast here for much of the 
summer months.
