I'm quite surprised you don't need any permit in the US to run a 100W 
beacon on 50 MHz . All the ITU countries in the world require a licence 
to run any transmitter working between 9 kHz and several hundreds of 
gigahertz (except for very low power devices on specific frequencies) ...
You should ask FCC or ARRL before running such a meteor beacon.
