(meteorobs) Ursid outburst in progress - from Peter Brown

The Japanese link provided my MIchel indicates a peak at solar longitude 270.8 or 23:00 UT. 

Bruce, had you been out viewing at your intended time of 1:30 UT (270.9) you would have seen the down slope of the peak with rates near 50% of maximum. Your ZHR's for the first hour of observing were probably near 20 so it may have been near 40 two hours earlier.

By the time Bill's message was received at 2:44 UT (270.957) the outburst was over. I can verify this as I read the message at 3:15 UT and watched for the next 15 minutes and did not see any activity. Of course from southern California at that time the radiant was a whopping 19 degrees high. The LM was certainly no better than +5.0 too.
