To be clear: there is no evidence yet AFAIK that the crater was caused by a 
meteorite. No recovered fragments so far, no fireball reports.

This is in a country where not too long ago a guerilla was going on, and people 
have access to explosives.

It is also close to a military base.

So a meteorite is an *option* but not a proven fact.
