Thanks, Chris. That helps clear up what has been an ongoing mystery 
to me. The remaining piece of the puzzle is to understand the reason 
why some posts are encoded one way while others are encoded the other 
way, given that Robert is not aware of doing anything differently 
between the two cases.

He must be doing something different such as generating or posting 
the posts on different computers or with different client software.
