I just saw on the IMO website that this is very likely due to a gamma-Draconid outburst : http://imo.net/node/1695
It seems to have been short, but intense!

Objet: (meteorobs) High number of meteors from DRA/CYG

During the night July 27/28, 2016 we recorded a very high number 
of meteors from the region between Draco (head) and Cygnus 
constellations. 
Preliminary data of six videocameras show many meteors, which 
radiate from the area centered in AR 291, DEC +49. The gnomonic 
map in http://meteore.uai.it/temp/IMG_20160727_6cams.jpg  shows
the most of these meteors.
