Probably Mattiazzo not saw C/1983 H1 IRAS-Araki-Alcock in 1983 being a 
northern comet, it was saw at naked eyes as round white cloud of a 1° 
in diameter moving between the stars in some minutes and with a total 
magnitude of +2a.

C/1983 H1 was biggest of P/2016 BA14 and 252P, it was distant from the 
Earth a little more of 252P and 1.5 time of P/2016 BA14.

P/2016 BA14 Panstarrs if was as C/1983 H1 in dimension it should be +1 
or too 0a, but its volume is around 1000 littlest of C/1983 H1 then 
...

The magnitude of 252P of this time show that it is newly fragmenting
and it's possible that new fragments as P/2016 BA14 shall born.

P/2016 BA14 it's so little (100-400 meter in diameter) that it's 
possible that not come back at the next perielium.

All peoples should read history of comet Biela (now totally destroyed) 
and the following Andromedids of end 1800.

It's too curious that too in 1983 there was two comets near the Earth 
in a month (the other comet was C/1983 J1 Sugano-Saigusa-Fujikawa) and 
that the two comets can to do meteor showers (Eta Lyrids and 
Andromedids of June).
