  Expansion of the atmosphere during solar maximum is a problem at
NASA because satellites receive more drag and orbits decay faster.
Taking this into account, it seems that meteors, being of lower 
average altitude, would have more drag (thus more luminescence), 
which would make them more visible, and thus more, not less numerous
at solar maximum.
