Hi George,

Addressing the above:  This is just speculation on my part, but from my
brief dealings with the "government" this past year it seems that there are
various agencies that deal with various sky phenomena and there is not a
lot of communication between all the parties concerned.

Some of the observations they make are classified. There is a movement of
de-classification in process but then there is the paperwork. A lot of
satellite stuff is in the domain of the military and they aren't talking
much.  When they do talk they aren't necessarily consistent nor highly
scientific.  

It's amazing to note the holes in the professional and governmental
astronomy world.   Governments will rise and vanish but hopefully today's
meteor observers will provide tight scientific data for the valiant
observers in the future.  (They'll probably be amateurs!)  :-)
