REMARKS: Seeing throughout session was medium-poor.

Magnitude estimate included one field in the light dome of a nearby
population center, as that area was a part of the observer's FOV.

The "mins in effect" column in the limiting magnitude estimate table
is merely designed as a computational aid for this observer (and as
a later consistency check for users of the form) as to how much time
the given magnitude estimate(s) were in effect. It can be ignored in
analyzing the estimates themselves.
