I agree with Neil 100% about this.  I believe we've discussed this before and
I think in due time this will revert back to times to the minute ...basically
matching that what is printed on the IMO meteor recording forms as well. 

I believe the original mentioning of recording in half hour increments
stemmed from when the Perseids were expected to reach very high rates these
last few years and there were some concern about the individual being
overloaded with info to record. Under these conditions it would make sense to
record times in increments of say 15 or 30 minutes dependent on how active
the sky is and how much difficult the individual recorder is having.  But if
you can maintain the recording pace...record each meteor with an hour and
minute....along with the other necessary data.
