If you  are observing near a city, the light dome might extend past your
zenith some distance.  This is the situation where your darkest sky would
not be at the zenith.  Hence, you go for the best you can get wherever you
have to look.  I would certainly avoid having to go too low, however.

The phrase "in the zenith" always rankled me.  The zenith is a point, and
you cannot be "in" a point, only "at" it.  Just a little problem in semantics.
