Thanks for the reminder about fractional days, Bob. Your answer went into a 
little more detail than the other responses about how max times cycle. Then 
there's also the drift over time, associated with gradual shifts in both the 
Earth's and the meteoroid stream's orbital elements, I guess? (I was fascinated 
in reading the historical shower material from the IMO Observing Handbook for 
instance, to note that the Perseid maximum was in June thousands of years ago!)
