This latter is Tom Clark's personal email account, and he's very responsive.

Submission guidelines were published in issues #8 page 12, or #4 page 15, but 
should also be available from Tectron. They accept Mac or IBM, ASCII or TEXT 
files, and prefer accompanying hardcopy. They themselves publish using Quark 
Xpress and MS Word on the Mac, so would probably accept Word documents too.

They actively encourage newsletter writers and organization representatives to 
submit papers, and run them "as soon as possible". Hope this help!
