	Yes they can. In fact many very low rate showers are difficult to 
detect because of this. That is one reason observations (including plotted 
meteors) are combined from many observers all over the world. A sporadic 
meteor that intersects a shower radiant for an observer at one location 
will not at another. By combining then it becomes a matter of statistics to 
show that a minor shower exists. The IMO adjusts it's visual shower list to 
account for this...in general if rates are not consistantly above 2 or so 
it will be removed from the list, and sort of kept on the side as a 
suspected shower awaiting further confirmation.
