Actually the Leonids peaked over western Europe this year around 0400 UT
. This is the time the earth encountered the densest portion of the
debris field. This portion of the debris field is in the order of 200,
000 kilometers wide meaning the earth would take approximately 2 hours
to traverse this field. 

It does not depend on who enters the field first, rather it depends on
the concentration of material seen over ones location.
