(meteorobs) 1996 Geminid Max activity

Prior to the 1996 Geminids, the announced maximum hour was 11h UT on Dec
11/12. However It appears that there was a peak around 23h00 hrs UT favoring
the European observers? It seems like all the good observations from that
part of the world were approaching approximately 1000 meteors for about the
same number of hours and equivalent conditions. I don't think anyone in the
U.S. had comparable rates...yes they were high, but not like the Europeans.
Is there any explanation for being 12 hours off the mark or was there a
double peak?
