Using Dance of the Planets software with elements from JPL - Don Yeomans
there is an option that gives the vectors of any solar system object and it
says :
vx = -7.9267 km/s
vy = 35.7338 km/s
vz = -4.846 km/s
so the norm of the speed vector should be sqr(vx*vx+vy*vy+vz*vz) = 36.92
km/s
seems to be a rather standard speed for a comet.
on the 1st of April (Hale-Bopp perihelion)
I found
vx = -7.4831
vy = 32.6223
vz = -28.5653
that makes v = 44 km/s
hope I made no mistakes in my calculations
