The article on using 75 MHz beacons was:

Black, W.H., (1983, July). Observing Meteors by Radio, Sky &
Telescope, pp.61-62.

The article describing a home-built frequency converter for 75 MHz was:

Swenson, G.W. Jr. and S.J. Franke, (1979) An RF Converter for Amateur
Radio Astronomy, Sky and Telescope Vol.58,N0.5, 422

Meteor Group Hawaii successfully used the Swenson frequency converter
design. I actually use a modified version of this converter right now,
redesigned from 75 MHz to 55.25 MHz.
