Bill,

If you are asking about the US defense satellite detection system I think
the minimum fireball they can sense is something like -17 magnitude. (
Someone please correct me if this isn't correct.)  I believe that their
coverage does span the whole planet though. 

It takes a very large flash to set off their sensors.
