It's true, Jonathan: rates can easily vary by that amount from individual
to individual. To reliably compare rates of course, a statistically-valid
sample across multiple years has to be taken... But many very experienced
observers will probably agree that their perceptions differ markedly from
each other, no matter how large or extended the sample you take.
