As an airline engineer for 39 years. The blue-ice is a result of leakage out
the toilet valves. When aircraft enters warmer air  piece drops may off. It
is not done intentionly. The chances of getting hit by blue-ice is about the
same as getting hit with a meteor. Maybe less.
