I do not believe that is correct. My understanding is that the flare is
reflected from the transmission panel and not the solar panels. It is the
transmission panel that faces directly at the earth's surface. The solar
panel faces the sun.
With the light pollution around my neck of the woods (eastern megalopolis
directly between New York and Washington DC with Philadelphia thrown in for
good measure) I am happy to see anything more than a +3 LM sky.
