Teff stands for effective observing hours, and represents the actual time 
looking at the sky.
So you must subtract any breaks, and any time spent recording meteor data 
when you are not looking up.

As an example, suppose I observed from midnight to 3 AM

Thats 3:00 hours

Took a 15 minute break

3:00- 0:15 = 2:45

Spent 30 seconds writing down each meteors data and plot for 30 meteors

30 meteors X 30 seconds each = 15 minutes

So 2:45 - 0:15 more = 2:30

Since Teff is measured in decimal hours, 2 hrs and 30 minutes = 2.50 hours 
Teff.

If you are recording info into a tape recorder and do not have to look down 
to turn it on, your recording time per meteor could be zero.
