        Meteor-scatter communications is not new.  Pioneer systems were
developed in Canada back in the 1950's.  The cloak and dagger boys were
trying to develop a reliable communications system for Canada's military for
use in the north. Ferranti-Packard Electric, Ltd. of Toronto built a system
called JANET.  See Meteor Science and Engineering by D.W.R. McKinley (1961).
Stanford Research Institute in the USA was working on a similar system.  The
project was abandoned when reliable satellite systems were built.  Later, a
forest fire management system was set up to automatically monitor forest
fire threats in the USA.
