Somewhere I have a Fortran programme for calculating this from the
days when I had to prepare the BAA Handbook Meteor Diary.

These days I guess one should have a Java-based cgi, where you enter
the date and time and it returns the solar longitude, or enter the
solar longitude and year to give the date and time.
