That's MIT's Haystack observatory.  They feature real-time data from their
ionospheric radars; they also have links to other real-time sources, such
as EISCAT in Norway.  They were all shut off when I looked just now, and I
really haven't had time to look at their web stuff in depth.  It does look
pretty interesting, though.
