                            4-th International Astronomy Olympiad.
                                     Second announcement.
                             (Republic of Crimea, September 1999.)

Dear colleagues !

         The  Fourth International Astronomy Olympiad
         will take place in the late September 1999 
         on a base of Crimean Astrophysical Observatory
         and Crimean Lab of SAI MSU.

Concrete dates of the Olympiad will be defined in a couple of 
weeks, one of the following periods will be realised:

     September 22 - 29
  or September 23 - 30
  or September 24 - October 1
  or September 25 - October 2

Very SHORT HISTORY:

The International Astronomy Olympiad was founded by Euro-Asian 
Astronomical Society on June, 7, 1996. The first three Olympiads 
took place at the Special Astrophysical Observatory of Russian 
Academy of Sciences (SAO RAS) in North Caucasus in autumn 1996, 
1977 and 1998.

HOLDING of the OLYMPIAD:

According to Founding Statutes of the Olympiad it is held every
year sometime in the period from September till December in one 
of the astronomical centres of the Olympiad member-states.
School children of several age groups take part in the Olympiad.
The Olympiad participants are not supposed to study at any 
institutions of higher education.

According to Acting Statutes/Regulations of the Olympiad the 
competitors at the Olympiad-99 will be divided in two age groups: 
1. "yonger group": grades 8-10 (born after 20.10.1983) and 
2. "elder group": grades 11-12 (born after 20.10.1981).
The age restrictions for the CIS states (Russia, Ukraine, Georgia, 
etc.) are more strong (born after 01.03.1984 and after 01.09.1982 
respectively).

According to Founding Statutes of the Olympiad teams from the 
participating states consisting of winners of National Olympiads 
and prizewinners (I and II Diploma) of the previous International 
Olympiad take part in the Olympiad.

   National team (max): 
   3 participants in the younger group.
   2 participants in the elder group.
   prizewinners (I-st or II-nd prize) of the previous IAO not older 
   the age limit.
   The Olympiad participants are not supposed to study at any 
   institutions of higher education.
   2 leaders (specialists in astronomy or astronomy education).
   not exceed the number of the national representativity.

IMPORTANT NOTE for interested participants in the Olympiad 1999:

For the initial period of the Olympiad in order to popularization 
the Olympiad the Statutes of the Olympiad allow:

1. In the case of absence 
   of a National team from a state, the regions, cities and towns 
   or individuals of this state are responsible (by a permit of
   the Olympic Coordinating Council to take part in the Olympiad.

   Team of region, city, town (max):
   2 participants in the younger group.
   1 participant in the elder group.
   prizewinners (I-st or II-nd prize) of the previous IAO not older 
   the age limit.
   The Olympiad participants are not supposed to study at any 
   institutions of higher education.
   1 leader (specialist in astronomy or astronomy education).

   Total number of participants from a state should 
   not exceed the number of the national representativity.

Short infromation about the rules and programme of the
International Astronomy Olympiad 1999:

The IV IAO will be organized on a base of Crimean Astrophysical 
Observatory and Crimean Laboratory of Sternberg Astronomical 
Institute of M.V.Lomonosov Moscow State University in the late 
September 1999 (the "First Day" mentioned in the Draft Programme
will be 22, 23, 24 or 25 of September).

Official languages of the Olympiad - English and Russian. Problems 
will be prepared by the Organizing Committee in these two languages 
and the leaders are responsible to translate tasks to native languages
of participants. Character of the problems to solve will be analogous 
to ones of the Olympiads 1996-1998.

Draft Programme of the Olympiad (main points):

Participation fee is not defined yet, but in any case in accordance 
with the Statutes of the Olympiad for the official number of the 
students and the leaders of participating states and for one obsrever 
from the states never participating or observing in the IAO before:
not greater than US$ 300 per a person for the 8 days of Olympiad
plus not greater US$ 40 /day /person for the extra days.

Other expenses will be covered by the Organizing Committee.

(These fees: incl. visa support expenses if all data 
about participants will be received before July 24; 
excl. visa support expenses - after July 24.)

(incl. data for Ukrainian visas) are necessary:

NOTE: possible without points 7-9 if passport not ready, all other
points must be filled; do not write "as last year" instead of 
concrete figures.

TAKE INTO ACCOUNT: Territory of Republic of Crimea is under Ukrainian
jurisdiction so all documetns and permissions for entrance Ukraine
are necessary for arriving to the Olympiad. Ukrainian visas and visa 
support are necessary for citizens of some countries! To be sure for 
obtaining Ukrainian visas full data about every proposed participant 
and leader must be known not in advance! May be difficulties later.

Olympiad (including official invitations for teams and observers)
are welcome to contact the Olympic Coordinating Council in English 
or Russian. The Local Organizing Committee in Crimea will start  
their jopbs in July.
