A useful conjunction to all the previously mentioned sites (the animated
loops satellite loops are one of the most useful sites for predicting cloud
cover) is to look at the various computer models, many of which have
specific forecasts for cloud cover, including total, low, middle, and high
clouds.

http://www.arl.noaadot gov/ready/cmet.html has several models, from the RUC
which is very short term and updated often, to the MRF which runs out to 10
days and updates once a day.

Within "Interactive forecast maps" you can choose a map size centered on a
lat/lon of your choice, and you can map the forecast fields you want...and
some of the models include various types of cloud cover predictions.

For observing the RUC, ETA, and AVN are the best choices.
