Whilst a report of a flare can mobilise emergency services, so to can
reports of an aircraft crashing in flames.  I'm sorry to say, both of
these types of reports are common in Australia, and several times every
year result in the rediculous waste of resources in helicopter searches
etc.  There is a very simple means of checking if a fireball is
responsible.  If the object is seen some hundreds of kilometres away, it
is a fireball (or satellite re-entry, although the later are much more
rare at any given brightness).
