The more relevant question is: What would not keep a "tightly bound clump 
of tiny meteoroids in an orbit roughly
matching tempel-tuttle" together. " An object in motion continues in motion 
unless acted upon by an outside force". Since outside forces are minimal 
outside of the earth's orbit (Solar radiation and solar wind having less of 
an effect out there) it seems more likely to me ( for whatever value that 
has :->) that the disruption occurred during the last orbit. It seems 
unlikely that an object being disrupted in the outer atmosphere could 
disperse far enough to provide the visual effect observed in the very cool 
outburst.
