(meteorobs) Re: Sky Cover Forcasts

In most cases  it is your local Flight Service Station(FSS) of the Federal Avation Administration(FAA).  Many are automated and the forcaster /briefer will ask you for your "N" number--  meaning your tail number.  If you explain that you are needing the sky coverage forcast for astonomical observing,  I believe they would be glad to help you if they are not busy with briefings with other airmen.
