This could be the alpha-Aurigids of late-August-early September.
It has a high proportion of bright meteors, and the normal peak ZHR
is about right.  However, if observed during the evening, the radiant is
low for mid-northern sites, so the observed rate is somewhat less.  It
does have occasional outbursts, so it pays to keep watching the skies.
The last example, I think was in 1986, when the ZHR was around 30
and the mean magnitude around +0.5.
