I use a really nice shareware program with Windows called "MyStars".

It can be downloaded from:

http://www.relativedata.com/mystars/download/

If you like it, send in $15 US.

MyStars also runs a mail list for astronomical events that registered users
can enjoy.

The program has a lot of features, including the ability to set the
magnitude limits you want.
 To get an idea of what it can do, check out the screen shots on the
website.
