If you live in North America, it would make more sense to position
yourself as far to the east as possible. If the predicted Leonid peak falls
somewhere in the (roughly) 2:00 to 4:00 (UT) time frame on November 18, that
would translate into 9:00 to 11:00 p.m. EST for the US East Coast. If a
brief bevy or storm of meteoric activity occurs, there is little hope of
seeing any of it from the US if it happens at 9:00 -- the Leonid radiant
would be too far below the eastern horizon. But if significant activity
occurs (or persists) until 11:00, the radiant would be either on, or just
below the horizon and there is a fair chance that you might sight a number of
Leonids emanating from out of the eastern sky and possessing very long paths.

The farther west you go, the less of a chance you will probably have of
observing any enhanced activity (although weather prospects over the
southwest states would certainly be excellent as opposed to the more typical
"changeable" conditions for the Eastern Seaboard).
